I did a fanatic purifier play through and started with the post apocalyptic orgin, i just bombarded every planet into a tomb world and then settled it. Civics represent the principles of life within an empire and are primarily limited by the authority and ethics an empire possesses. If your conquering as much as you should be as a purifer you will have plenty of planets of your type and even if you aren't it's only 20% habitability.

I got good results out of minmaxing for energy and mineral production, rapidly expanding and using cheap but fast building throwaway corvette fleets. But after that it showed still, that the planet was owned by the primitives and there was no colonize button. If they bomb a planet to death then the biomass on the surface is lost and can't be destroyed.

I Then Realised That It Was Costing Me 0.25 Influence A Month, Which I'm Pretty Sure Should Not Be Happening Since Closing One's Borders Is Not A Diplomatic Agreement.

I usually go adaptation (diplomacy) for the extra food, habitability, and 5% up to 30 extra unity for every new planet type you colonize.
